Sam Van Kopp

Sam Van Kopp’s practice is focused on Stafford Act Public Assistance arbitrations, Contract Disputes Act appeals, bid protests, and transactional matters related to government contracts.  Sam comes to Cordatis from Nichols Liu LLP, where he founded that firm’s FEMA arbitration practice and litigated dozens of bid protests and complex government contract claims before the U.S. Court of Federal Claims and the Armed Services Board of Contract Appeals.  Prior to Nichols Liu, Sam served as a law clerk for the Civilian Board of Contract Appeals in 2018 and 2019-2020, a critical time when the Board promulgated new rules and decided its first FEMA arbitrations under its modern statutory authority, 42 U.S.C. § 5189a.
