Ms. Hockey represents numerous small businesses, 8(a) Program participants and graduates, HUBZone companies, women-owned small businesses, and service-disabled veteran-owned small businesses. Ms. Hockey is an expert in the laws and regulations governing federal procurement programs for small businesses, and in navigating the full range of issues affecting companies applying to and participating in the Federal small business programs and competing for set-aside contracts. She has extensive experience in advising clients regarding eligibility, applications, and continuing compliance with SBA and VA program requirements. She also provides guidance to other than small businesses, desiring to form relationships with small businesses and to work on small business set-aside contracts. She advises her clients regarding operating agreements, shareholder agreements, teaming agreements, subcontracts, joint ventures, nondisclosure agreements, and mentor/protégé agreements. She has represented clients in size and eligibility protests and appeals, NAICS appeals, and bid protests. She has appeared before SBA’s Area Offices, the SBA Office of Hearings and Appeals, the SBA Inspector General, the CVE, and GAO.
