Synopsis: On behalf of Unisys Corporation, successfully protested awards of “Encore II” contracts by the Defense Information Systems Agency (DISA) estimated to have a maximum value of $12.225 billion. The GAO found that the agency’s exchanges with the offerors, which allowed a majority of the highest rated offerors to revise their proposals in a material way were discussions rather than clarifications and therefore DISA was required to terminate the awards and conduct discussions with all offerors in the competitive range.
