Our Military Law Practice is led by Jason Moy and assisted by Rhina Cardenal. Together, they help Servicemembers, Veterans, and their families with military investigations, adverse actions, records correction, and other related challenges.
As the United States Supreme Court has recognized, “the military is, by necessity, a specialized society separate from civilian society.” Parker v. Levy, 417 U.S. 733, 743 (1974) (quoting United States ex rel. Toth v. Quarles, 350 U.S. 11, 17 (1955)). Because the military is a specialized society with different laws, Servicemembers, Veterans, and their family members need to work with experienced counsel to protect their rights.
How We Help
At Cordatis, we have a team of experienced lawyers that understand the nuances of the military and how the law intersects with commands, boards, and courts. The Military Law Practice team is led by Jason Moy who served as an Army Judge Advocate for over 13 years on active duty—including two deployments to Afghanistan. Jason is currently a Lieutenant Colonel in the Army Reserve where he teaches at The Judge Advocate General’s Legal Center and School on the University of Virginia campus in Charlottesville, VA in the Contract and Fiscal Law department. Jason previously taught in the Criminal Law faculty there as well. While on active duty, Jason served as a defense counsel representing service members, a prosecutor, a special victim prosecutor, and a complex litigation prosecutor where he led a team of attorneys and experts as first chair in a capital murder trial.
Rhina Cardenal is a military spouse with significant legal experience as a civilian employee with the Marine Corps, Air Force, and Navy. During her tenure with the Marine Corps, Rhina oversaw the Freedom of Information Act and Privacy Act Programs for Marine Corps Bases Japan. She also served as a Claims Supervisor where she processed and settled numerous claims under the Foreign Claims Act and Status of Forces Agreement, and assisted Staff Judge Advocates with numerous Installation Law matters. Rhina also worked at the Air Force General Counsel’s Office where she handled acquisition, technology, and logistics matters. Rhina comes with significant international relations experience after serving as Community Liaison for the United States Naval Support Element in Lisbon, Portugal. She is fluent in Spanish and Portuguese.

Recent Experience
Successfully challenged a MEB/PEB which denied a medical retirement to a Navy officer at the Board of Corrections for Naval Records.
Successfully litigated several wrongful discharge and military pay cases at the U.S. Court of Federal Claims.
